Kazakhstan Majilis adopts the bill of amnesty to work
Today the Majilis of parliament of Kazakhstan during the plenary meeting approved to work the bill of the Republic of Kazakhstan "On amnesty in connection with the twenty-fifth anniversary of independence of the Republic of Kazakhstan", BNews.kz correspondent reports.
"The head of state according to point 1 of article 61 of the Constitution as the legislative initiative submitted for consideration in parliament of the republic the bill "On Amnesty in connection with the Twenty-fifth Anniversary of Independence of the Republic of Kazakhstan". This year Kazakhstan celebrates the 25th anniversary of the state independence. The constitution of the republic proclaims the supreme values life, the rights and freedom of the person.
One of manifestations of the principle of humanity is adoption of law according to which the act of amnesty will be applied," the chairman of Committee on the legislation and judicial and legal reform of Majilis of parliament Nurlan Abdirov said.
According to him, the bill provides release from criminal sanction of generally social and vulnerable categories of citizens, including the minor, expectant mothers, women having minor children or handicapped children, disabled people, elderly persons, and also the persons which made insignificant and not heavy criminal offenses.
"The bill determines a circle of people to which the act of amnesty, and also subjects to which amnesty isn't applied. Not left part of term of punishment is replaced with a penalty or restriction of freedom, or reduced. At the same time, contains also in the bill of a condition of application of amnesty. According to the bill, performance of the law is supposed within six months from the date of its enforcement," N. Abdirov added.
Let's note that the draft of the resolution was approved unanimously.
Let's remind, the President of Kazakhstan Nursultan Nazarbayev suggested to grant amnesty.
