What functions will the Eurazpol have?
With the accession of Kazakhstan to the Common Economic Space a myriad of opportunities occur to strengthen our economy such as GDP increase, raise of wages and pensions of the citizens and at the same time the chances to make a lot of economic crimes.
Others in the future can occur in different sectors of the Common economic space in connection with the Customs Union. At present, the Customs Union has no mechanism for reliable safety levers, President Nursultan Nazarbayev emphasized the importance of creating Eurazpol (Eurasian police). In its territorial focus in many ways it will remind such structures as Interpol, Europol and Ameripol, but unlike them, of course, it will be responsible for the countries of Customs Union.
As the President said in his January Address to the nation, the modernization of the judicial and law enforcement systems include the creation of Eurazpol - Eurasian police, which would "strengthen the fight against organized crime in a Common economic space." It will have a lot of activities, such as the direct investigation of economic, financial, immigration, corruption,the fight against drug trafficking, human rights violations, trafficking and cyber crime.
According to experts, the Eurasian police should be more similar to Europol (European Police Office) than Interpol or the Ameripol. Interpol does not conduct any investigation, no operational or investigative techniques and is engaged only in accumulation of the search cards and their differentiation. As a result, its work, if put it mildly, is inert.
The Institute of Legislation of Kazakhstan believes that the lion's share of control must remain in the hands of national police agencies. The control over the collection of necessary data for the particular criminal cases, involving the interests of two or more States, should apply to the powers of Eurazpol. Those states that have ministries and departments of various police direction (for example, in Kazakhstan, the police functions are divided between the Ministry of Internal Affairs and the financial police) can be represented in Eurazpol by both departments.
Since Eurazpol is to work within the Common Economic Space, then it must be engaged primarily in economic crimes. Eurazpol could deal with cases in which the organized criminal groups and structures are involved, as well as crimes that affect the interests of two or more countries, that is the participants of the CES. Apparently, from the beginning the Eurazpol will be focused on economic and financial crimes with a multibillion-sums.
In the future Eurasian police must be one of the major law enforcement agencies of the Customs Union and the Eurasian Economic Union. Its network will have to cover the territory of the three participating countries. Eurazpol essentially has to guard against the theft of public money and nomadism to offshore accounts.
As you know, the further evolution of the CES is the birth of the Eurasian Economic Union (EEU) in 2015. According to the Minister of Finance Bolat Zhamishev, Kazakhstan will allocate more than 6 trillion tenge annually on the development of all customs relations among the member countries. However, according to the deputy Murat Abenov, we will simply lose 23 billion, because in the contrast to Russia, we have to buy cars and other goods more expensive and did not really see any tangible output, but rather to accept the loss.
In his address to participants of the X Eurasian Media Forum, President Nursultan Nazarbayev emphasized the importance of creating such integration unions. Since all countries which participate CU are still experiencing the post-crisis fever.
"Now the world has an erosion of Western values everywhere, but in general, it is necessary to talk about the erosion of the consumer society, that got used to easy credit. And now the time has come when the bubble burst, so our Customs Union of the Common Economic Space, promoting a Common economic union of Russia, Kazakhstan and Belarus - this is the answer and the way out in our conditions," the President said.
The idea of restoring the once prosperous economic ties with the former Soviet republics became a reality for a fantastic short term for such projects. As well as being a staunch supporter of the Eurasian, Russian Prime Minister Dmitry Medvedev proposed to consider the introduction of a single currency in the territory of the Eurasian Economic Union, which is scheduled to be established by January 1, 2015. In fact, at the time of the collapse of the Soviet Union there was an intention to introduce a single currency. But Gaidar's experiment and its consequences, such as economic decline and hyperinflation in Russia, have quickly made this idea viable.
