Maulen Ashimbayev: Local executive authorities not prepared for influx of population
The member of the Majilis, Maulen Ashimbayev gave an interview to the mass media on the law`s implementation on the citizens` temporary registration, BNews.kz reports.
Maulen Ashimbayev noted, the non-governmental organizations, civil society organizations, political parties that did not obtain seat in the Parliament of Kazakhstan attended the preparation of this law within working group.
"At the stage of discussion, the law project was sent to the OSCE and considered by the experts of this organization. In general, the public members and the OSCE experts supported the basic parameters of the law. During the preparation of the law, the experience of countries such as Germany and the Baltic states with the experience in citizens` registration was considered,” Ashimbayev said.
According to him, today there is a rush because of the temporary registration, but the law is broader, it covers many aspects of the fight against terrorism, the tightening for crime, the control over the weapons and other areas.
"Unfortunately, the local executive authorities and public service centers were not prepared for such influx of population and didn`t take preventive measures. There wasn`t an explanatory work carried out with thepublic about what the cabinet meeting discussed yesterday. I hope that the necessary measures will be taken. In particular, in many regions and in the northern Kazakhstan, the situation is normal," the member of the Majilis added.
