Expert: Constitutional reform` s aim is to strengthen system of checks and balances
The aim of constitutional reform is to strengthen the system of checks and balances, the Deputy Director of KazISS Botagoz Rakisheva under Kazakhstan President said, BNews.kz reports.
"One of the main constitutional reform`s is to strengthen the system of checks and balances, which make public administration more balanced and sustainable,” Botagoz Rakisheva said.
This will have a positive impact on the effectiveness of the implementation of government programs and reforms.
"The draft reform is focused on improving of self-regulation of executive power. Thus, the draft suggests that the Government will be able to approve state programs, create, abolish and reorganize central executive authorities, as well as to approve a unified system of payment for work. This will increase the efficiency of implementation of public policies through the internal validity of the adopted programs and measures, on reduction the time of decision-making.
However, these tasks will require from the government to strengthen the system of monitoring and control, as well as the interaction of State authorities with the population,” Rakishev said.
