440 billion tenges are invested in housing construction in Kazakhstan
Within implementation of the "Nurly zher" program in 7 months of the current year 6,2 million sq.m of housing at the annual plan in 10,2 million have been handed over, director of the department of management of building assets of JSC National Operating Holding Bayterek Olzhas Salykov said during the BNews.kz online conference.
"Execution makes 61%. The share of individual housing construction makes about 42% of them, the share of apartment housing makes 58%. Housing is under construction in all regions of the country. Investments into housing construction in the current year have made 440 billion tenges. At the expense of the state we have handed over 541 thousand sq.m of housing," Olzhas Salykov told.
Also the speaker has reported that the new mechanism - construction of credit housing through bonded loans has been started.
"The Bayterek holding redeems securities of local executive bodies. Akimats in turn receive financing and build up them on construction of housing. After housing is built, they realize it to investors of Zhilstroysberbank. On the gained money they repay the bonded loans and repeatedly allocate funds for new construction," Olzhas Salykov noted.
This mechanism, according to him, allows by the revolving principle to repeatedly allocate the funds received from realization. Additional assignment from the budget isn't required. All functions on selection of projects and builders, monitoring of construction are transferred to local executive bodies. Thus, Bayterek is a financial operator on redemption of bonds of local bodies. In general quality control is exercised by local executive bodies.
One of the main pluses of the program of construction through bonded loans is the fixed price. For Astana, Almaty, Aktau, Atyrau - to 180 thousand tenges for square meter, in other regions - to 140 thousand tenges.
