It is about the used cars that were brought from Mongolia to Kazakhstan mainly produced in Korea by using phony customs documents.  

25 cars brought to Kazakhstan from Mongolia using phony documents were arrested and withdrawn by law enforcement agencies, BNews.kz correspondent reports.

As of today, all these cars are placed in the temporary storage and other places where safety of the cars is ensured. It is well known that all these cars are mostly of Korean production.

Following the data of the State Revenue Committee of the Ministry of Finance of Kazakhstan, as a result of interaction with the Federal Customs Service of Russia and agencies of internal affairs of the Republic of Kazakhstan, 805 cars were revealed that were registered without payment of customs duties, taxes. In accordance with the requirements of the Customs Legislation, such cars are subject to arrest.

“As of today, 25 cars are arrested throughout the republic that are placed in temporary storages and other places where safety of the cars is insured. After the arrest of the cars, it is necessary to pass customs declaration and pay customs duties, taxes. If that does not happen within 30 days from the arrest moment, then the cars will be sold to pay off debts,” they said in a press service of the Ministry.

The Ministry also added that the owners of the arrested cars had the right to apply to the appropriate court on these issues.

The owners of the cars found in the list of violators acknowledge that they were not aware that their cars were brought to Kazakhstan illegally.

“I have 2009 Hyundai Sonata. The car was bought in 2017 in Astana. The registration was held in the capital’s state road transport inspectorate, we were in the PSC and checked through all bases – agencies of internal affairs, state revenue. Everything was clear, I got a technical passport, a new number, everything was in accordance of the law, that can be used as an evidence of the fact that I am a good faith purchaser. There are two variants – to pay all necessary payments, customs duties and to take the car back. The second one is the attempt to apply to the court,” said one of the victims.

We note that earlier the State Revenue Committee of the Ministry of Finance of Kazakhstan sent the press release that said that frauds brought used cars from Mongolia to Kazakhstan mostly of Korean production using phony customs documentations.

“In accordance with the requirements of the customs legislation of the Republic of Kazakhstan, the use of the cars brought from the foreign states that are not members of the Eurasian Economic Union is allowed after their customs declaration and payment of customs duties, taxes. Despite of the existence of such requirements, as of today the open market has the cars that were brought from the Mongolian People’s Republic violating the norms of the customs legislation. To register the car in agencies of internal affairs, the violators used phony customs documents,” they said in the Ministry of Finance.

Following the Ministry, the illegal scheme was revealed following after checking the data base of information systems of the customs services of the Russian Federation and the Republic of Kazakhstan, as well as the data on car registration in the Ministry of Internal Affairs of Kazakhstan. Mainly, the cars manufactured in South Korea of 2001-2010 were brought (Hyundai, Kia).
