State regulation of petroleum products market discussed in Astana

State regulation of petroleum products market, questions of taxation system change in case of an oil supply to the domestic market have been discussed in Astana, reported.

Joint extended meeting of the Committee of oil and gas industry of the Presidium of “Atameken” National Chamber of Entrepreneurs of the Republic of Kazakhstan and Coordinating Council of KAZENERGY Association for Oil-Gas Sector Development was held in Astana

 During this year final meeting, the members and participants of the Committee and Coordinating Council have heard KAZENERGY’s Report on fulfillment of official instructions of the Committee of Oil and Gas Industry of the Presidium of “Atameken” NCE RK (preparation of the draft Code on subsoil, issues of taxation, change in the cost of services, in particular, “Ak Beren” RSE, issues of public regulation of production and turnover of certain types of oil products, technical regulation and standardization, establishment of the system of industry qualifications framework etc.).

As for improvement of fuel market public regulation, participants of the meeting have discussed different variants of net value (netback) calculation for domestic and export oil supply. Also, the issues of changing the taxation system in oil supplies to domestic market, as well as influence of tariffs on oil transportation by the railroad have been discussed. According to KAZENERGY, one of the variants for exclusion of uncontrolled flows of oil products between Kazakhstan and Russia may be calculation of the import excise formula, promptly responding to the change of economic indicators of the two countries. In addition, the existing mechanism of fuel cheapening for agricultural needs should be considered.

By the results of conducted meeting, the task was set to continue work and to timely inform the market participants on all changes and proposals from the public authorities and interested parties on all aspects of activities of oil and gas companies.
