In Kazakhstan, a single migration control base proposed to be established

Information systems of the Ministry of Internal Affairs and the National Security Committee are not properly integrated.

It is advisable to create a single information base for migration control with automatic algorithms for identifying violations, Majilis Deputy Nurlan Abdirov said at the Government hour in the Majilis of the Parliament of the Republic of Kazakhstan on the issue "On the status and measures to ensure migration control in the Republic of Kazakhstan," Bnews.kz reports.

"One of the problems in the field of population migration is the lack of the ability to control migration flows in real time, for example, the information systems of the Ministry of Internal Affairs and the National Security Bureau are not integrated to the extent that none of them individually allows analyzing violations of migrants not caught in the field sight of law enforcement agencies," said the Deputy.

In this regard, as Abdirov assured, it is expedient to create a single information base for migration control with automatic algorithms for detecting violations, the ability to determine the qualitative and quantitative composition of foreigners and stateless persons on the territory of a certain administrative unit.

The Majilisman also focused on internal migration, the flows of which are formed mainly under the influence of economic, ecological, demographic factors.

"Along with the external one, in our country the issue of internal migration is current, more than 600 thousand people were registered in internal migration in 2016. Non-regulation of internal migration leads to uncontrolled resettlement," he said.

According to the Deputy, it is difficult to meet the needs of all comers in such conditions.

"The development of the infrastructure of engineering communications is not keeping pace with population growth, as a result there is a risk of formation of spontaneous settlements and illegal buildings. In these conditions, it is necessary to continue the policy of reducing the demographic, economic and productive imbalances by distributing internal migration flows," said the Deputy.

According to Abdirov, it is necessary to continue activities to promote employment and provide social support to internal migrants who migrate from the labour surplus to the labour-deficit regions.
