Infrastructure of prison camps is outdated 90% - Kazakh Prosecutor General
Living block of the current prison camps are expected to undergo reconstruction according to international standards.
While the interview to Kazakhstanskaya Pravda Newspaper Prosecutor General of Kazakhstan Kairat Kozhamzharov told about enhancing lives of inmates in the country, BNews.kz correspondent informed.
"It is a threadbare point. The basic funds of penitentiary institutions are outdated 90%. There are prison camps in the country which had been built in the XVIII century. Of course, the criminals deserve strict punishment. For this, they are deprived of the most precious - freedom. But the conditions of their detention should not be an additional punishment. They should not humiliate the dignity of a person. This follows from the requirements of the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment, which has been ratified by Kazakhstan,” Kairat Kozhamzharov said.
In his words, the idea on penitentiary system’s modernization and bringing it into accordance with international standards were supported by President Nursultan Nazarbayev and by the Security Council as well. The government completes the Development Road Map program.
Kozhamzarov added, first of all, it is planned to reconstruct the living blocks of the nowadays prison camps according to international standards. Besides, conditions for the serving of punishment by convicts at the place of residence will be created. Measures to digitize punishment execution, which will ensure transparency of the process is also planned.
