It is necessary to create conditions for switching the business to ‘green’ economy – the сhairman
The issues of switching to a “green” economy are not only environmental, she said.
Chairman of the Presidium of the association of legal entities “Association of environmental organizations of Kazakhstan” Alia Nazarbayeva proposed to reconsider the approaches of environmental regulation within the concept of a new Environmental Code that has been elaborated, BNews.kz correspondent reports.
“I would like to be comprehended correctly, I do not offer to impose high environmental requirements on the business. The state should create effective triggers for the business on the way of switching into “green” tools,” said Aliya Nazarbayeva at the roundtable “A new environmental code – the tool of qualitative implementation of the principles of “green” economy in the Republic of Kazakhstan.”
As Nazarbayeva noted, the International Centre of Green Technologies and Investment Projects created in accordance with the order of the head of state should facilitate the introduction of “green” technologies and to become a “single window” for the “green” business.
“Thus, the issues of the transition to a “green” economy are not ecological, but also inter-sectorial national ones. Accordingly, the establishment of the state policy in this direction should be conducted in the context of common economic development of the state and by all state bodies within their competence,” said chairman of the Presidium of the association of legal entities “Association of environmental organizations of Kazakhstan” Aliya Nazarbayeva.
According to her, the implementation of the obligations taken as part of the Paris climate agreement on the reduction emissions of greenhouse gas by 15% will result in the risks for our state.
“A new reality with its limits, risks and potential advantages will occur before the domestic business from 2020. Nonfulfillment of national obligations will lead to limitation the access of Kazakhstan commodities to world markets, as well as to any economic sanctions,” she said.
In this connection, Aliya Nazarbayeva proposed to legally fix the concept of a “green” economy, as well as the principles and mechanisms of its implementation, to restart the quota and trading carbon units system, as part of the Environmental Code that has being elaborated.
As part of the roundtable, a memorandum of cooperation between the Association of Environmental Organizations of Kazakhstan and the Ministry of Energy of the Republic of Kazakhstan was concluded.
