Kazakh President held meeting on modernization issues of social welfare system
Nursultan Nazarbayev underlined that the main task of the Government is to increase the level of welfare of the Kazakh people.
During the meeting, the head of state was presented with a report on the main results of the Ministry of Labor and Social Protection of Population's efforts, as well as on the implementation of the tasks announced in the current Address of the President to people of Kazakhstan, BNews.kz reports referring to Akorda.
Nursultan Nazarbayev underlined that the main task of the Government is to increase the level of well-being of the Kazakh people.
"The state fulfills all the obligations, by annually increasing the financing of the social sphere. This year KZT 2.6 trillion has been allocated for these purposes, a 21.3% increase compared to last year," said the President.
The head of state especially noted that this year's Address, in which increasing income and quality of living standards of the citizens is key, includes a complex of measures to increase the amount of the minimum wage.
"From January 1, 2019, wages of low-paid workers, including civil servants, will increase by 1.5 times. Such an increase will affect administrative, support and technical stuff. On average wages will increase by 30% including 1,3 million low-paid workers in all sectors of the economy," said Nursultan Nazarbayev.
The Kazakh President noted that since the year's beginning, the statuses of 1.8 million people out of 2.7 million people have been updated in order to involve the self-employed population in the public social security system. Nursultan Nazarbayev also noted that it is planned to introduce the cumulative payments starting with 2019 to the working population.
"Starting with January 1, 2018, we have introduced targeted social assistance of a new format for families with low-income, that enabled to cover over 103 thousand families or 534 thousand people with state support measures within 10 months," said the head of state.
Additionally, Nursultan Nazarbayev told the Ministry's head about the necessity to increase the number of micro-credits provided and the necessity to make them accessible to people.
"It is necessary to ensure the adoption of the law to increase the amount of the minimum wage by 1.5 times. The Ministry and Governor's and Mayor's Offices should take the measures to control over the rising of the minimum wage by employers, as well as to conduct the necessary explanatory work. The wage increase should affect our 1.3 million citizens," said Nursultan Nazarbayev.
In the context of the transition to a digital economy and INdustry 4.0., the head of state emphasized to increase the requirements for the quality of the labor force.
"It is necessary to design new approaches to develop the market of labor to create quality workplaces. It is expected that approximately 2 million young specialists will enter the market of labor by 2025. It is necessary to provide our young persons with appropriate workplaces," said Nursultan Nazarbayev.
Following the meeting, the head of state entrusted the Administration of the President to take the implementation of the instructions under control.
