Kazakhstan Ministry of Economy plans to return part of money when carrying transactions electronically

According to Deputy Minister of the Ministry of Economy Baurzhan Bekeshev, if the citizen does not require a cheque, the opportunity not to use cash registers is given.

The Ministry of National Economy proposes to return a certain percent to buyers in order to increase the transparency of transactions. It was said by Deputy Minister Baurzhan Bekeshev, BNews.kz correspondent reports.

“We want to apply the cash-back mechanism. We want a certain percent of VAT or the amount of purchases to be returned to those people who make transactions electronically. This project we want to implement in the communal market of Astana. Following the agreement with State Revenue Committee, there is an obligation to use cash registers,” the Deputy Minister told at the interministerial commission in the Ministry of Justice of Kazakhstan on Monday.

According to Bekeshev, if the citizen does not require a cheque, the opportunity not to use cash registers is given.

“That is why, in order to stimulate buyers to it, we want the apply the “Carrot and stick” method. If one requires a cheque and following the results of the year, the amount of all purchases passed through cash registers or online transactions will be returned,” Bekeshev said.

Also, the National Bank develops an application of a single payment system.

“A single payment system will allow to conduct transactions, payments without addressing to any bank. All banks will be connected in it, and in any moment after the purchase you will be able to make a payment through this system. All of these will be read through our BINs, personal accounts. The National Bank goes forward and even makes the system to operate in smartphones,” the speaker said.
