New means of state control were told in the Ministry of National Economy
The draft law introduces amendments and additions to a number of legislative acts.
The Committee for Economic Policy, Innovative Development and Entrepreneurship submitted to the Senate plenary session a draft law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Improving Regulation of Entrepreneurial Activity," Bnews.kz reports.
Deputy Minister of National Economy Serik Zhumangarin delivered a report on the main provisions of the draft law.
In general, according to Zhumangarin, the document is aimed at reforming the state control and supervisory activities, improving the regulation of information tools and the regulatory impact analysis mechanism, reforming the mandatory services provided by natural monopoly entities and the quasi-public sector, as well as excluding rules that hamper competition. At the same time, measures are envisaged for frontal reduction of business costs and improvement of Kazakhstan's position in Doing Business rating.
"The draft law introduces amendments and additions to a number of legislative acts. A new system of state control and supervision, including preventive control, instead of inspections carried out according to a selective procedure, is offered, a new institute of preventive control is introduced, the main difference of which is the prevention of offenses without the initiation of administrative proceedings," said Deputy Minister of National Economy of Kazakhstan Serik Zhumangarin at an expanded meeting of the Committee on improving the regulation of entrepreneurship activities.
At the same time, as Zhumangarin noted, within the legislation, 20 spheres of control and a number of control functions both duplicate and inefficient are eliminated.
