Nazarbayev on how Kazakhstan's Constitution was forming 23 years ago
Nursultan Nazarbayev met with participants of the International Conference devoted to Constitution Day of the Republic of Kazakhstan.
The Kazakh head of state thanked the attendees for the opportunity to visit Kazakhtsan and take part in the celebration of Constitution Day, as well as noted that the International Conference that gathered a great number of foreign experts allowed to exchange knowledge on formation of a legal state, a website of the Akorda reports.
"We highly praise cooperation and the opportunity to mutual exchange of exeprience in constitution building and are greatful for valuable recommendations and advice," said the Kazakh President.
Nursultan Nazarbayev told about the history of development of constitutionalism in Kazakhstan from the moment of independence.
"In the spring of 1995, I jointly with a group of scientists and lawyers discussed what constitution we should adopt. I personally noted Constitutions of 20 states of Europe, Amirica, Asia to search provisions that fitted for our state.
We could not adopt the Constitution of any other state. Thus, we ended up with the Constitution adopted in December 1995 at the all-nation referendum which was backed up by the majority of the population. It turned into the Basic Law on which we live, build our state, strengthen our independence. The Constitution is always reformed and improved in accordance with requirements of the time. For instance, in the beginning of the past year I innitiated a constritutional reform to transfer a number of functions of the President to the parliament and government expanding the independence and accountability of the latters," said the Kazakh head of state.
Nursultan Nazarbayev noted that Kazakhstan explicitly conducts the policy on the rule of law while ensuring the highest legal power of the Basic Law, and underlined that the country's success proved its high authority and the efficiency of the principles of a peaceful foreign policy, laid in the Constitution, on the international arena.
"Kazakhstan's success is unqualified and recognized by the world community. Over a quarter of a century, we have increased the volume of econoy by 22, imporved life of Kazakhstan citizens, created a multi-ethic and multi-confessional state in which people are free to practice their religion, use their native language, conserve their culture. It is confirmed by the 6th Congress of the Leaders of Wprld and Traditional Religions that takes place in Astana present year," said the Kazakh President.
In turn, the international experts expressed their gratitude to Nursultan Nazarbayev for invitation and noted that the celebration of Constitution Day is a proof of the high significance of the main document of the country that provides a solid base to regulate relations between various institutes and which is a guarantee for protection of the rights and freedom.
"The celebration of Constitution Day is trully civilized action of an educational nature that is aimed to create and spread constitutional values among the citizens, in particular, among the youth. It also demonstrates the aspiration of the public and an ideal road to achieve public accord, peace and stability," said Chairman of the Constitutional Council of People's Democratic Republic of Algeria M.Medelci.
At the end of the meeting, the Kazakh head of state underlined that in ensuring constitutional legality the special role goes to the bodies of constitutional jurisdiction, the highest mission of which is to observe the rule of law.
The meeting was attended by Chairman of the Constitutional Council of Kazakhstan Kairat Mami, Chariman of the Constitutional Court of Azerbaijan F.Abdullayev, Chairman of the Constitutional Council of People's Democratic Republic of Algeria M.Medelci, Chairman of the Constitutional Court of Armenia G.Tovmasyan, Chairman of the Constitutional Court of Bulgaria B.Velchev, Chairman of the Constitutional Court of Latvia Ineta Ziemele, Secretary General of the World Conference on Constitutional Justice Stefan Durr, Chairman of the Court Chairman of the Court of the Eurasian Economic Union Zh.Baishev, Deputy Head of the Presidential Administration A.Rakisheva.
