Nursultan Nazarbayev opened Bank of the low-enriched uranium in Kazakhstan
The president of Kazakhstan and representatives of the International Atomic Energy Agency of IAEA together with the organization of non-proliferation of nuclear weapon (Nuclear Threat Initiative, NTI) during a teleconference have opened Bank of the low-enriched uranium in Kazakhstan, BNews.kz correspondent reported. During the ceremony symbolical keys from the bank building have been transferred.
"We became witnesses of a unique event - opening of Bank of the low-enriched uranium of IAEA here in Kazakhstan. We have gathered in the significant day which is of particular importance for our country and all world community. Exactly today, on August 29, 1991, my decree has closed the Semipalatinsk nuclear test site, 1,5 million people have suffered, in the third generation we still are influenced by consequences of nuclear tests," the President of Kazakhstan Nursultan Nazarbayev told.
The bank has begun the activity thanks to an initiative of Nursultan Nazarbayev and management of IAEA. the U.S. Governments, Norway, the UAE, EU countries and Kuwait have invested in the project. It is the first bank that is not under control of any country. BLEU belongs to IAEA and will function under the direction of the organization.
"Kazakhstan became the partner of IAEA, the only structure of the UN responsible for peaceful atomic energy. Having given an opportunity to IAEA to place BLEU, Kazakhstan has made the contribution to support of non-proliferation and reduction of nuclear threat," Nazarbayev noted.
The bank of the low-enriched uranium of IAEA in Kazakhstan is a considerable milestone in support of an initiative of NTI of reduction of nuclear threat. BLEU is a striking example of the international cooperation in reduction of risks of nuclear distribution and creation of the safe world.
"I emphasize, LEU bank will function under complete control of IAEA. I express gratitude to the management of IAEA and donors of bank for their contribution to important business around the world," Nazarbayev continued.
BLEU under the auspices of IAEA will contain 90 metric tons of the low-enriched uranium necessary for nuclear fuel production. The physical reserve will be rather big for production of the fuel necessary for food of the big city for a period of up to three years. These materials will be available to IAEA member states which have proved as responsible performed by obligations for non-proliferation, and have faced interruptions in acquisition of fuel in the commercial market.
BLEU will provide to the countries investing in nuclear power, the guaranteed fuel reserve for use in the peace purposes. It will allow the countries not to resort to considerable costs of enrichment of own resources and will reduce risks of global distribution. The project on creation of BLEU started at the initiative of NTI more than ten years ago. The first investments of 50 million US dollars have arrived from Warren Buffett's savings.
