According to the Minister, there are no reasons to doubt the efficiency of the ceasefire regime and the establishment of de-escalation zones.

Minister of Foreign Affairs of Kazakhstan Kairat Abdrakhmanov commented the role of the Astana process in the settling of the Syrian conflict, IIA Kazinform reports.

“The agreements within the Astana process touch only one segment of settling of the situation in Syria, namely the precise cessation of hostilities from December, 2016, and de-escalation zones being created,” Abdrakhmanov said.

According to the Minister, we need to understand it well by assessing the agreements concluded between Iran, Russia and Turkey within the Astana process. At the same time, the sides that implement these agreements include both the mentioned guarantor states and the government of Syria and several groups of the Syrian armed opposition that represent more than two thousand settlements. 

According to Abdrakhmanov, there are no reasons to doubt the efficiency of the ceasefire regime and the establishment of de-escalation zones. “That is why, the role of the Astana process and the eight rounds of talks held is very difficult to overestimate. The main task on the creation of conditions to the cessation of hostilities is solved. The Government of Syria and the armed opposition sat at the negotiation table in Astana. From the beginning of 2017, the level of violence and the number of victims among the peaceful population have been drastically decreased. The mechanism of monitoring of observance of the cessation of hostilities is introduced. The certain trust measures are established. In general, in the course of the last year, the improving tendency of the humanitarian situation was observed,” he said.  

“Another thing is that all sides committed to the peaceful settlement of the conflict in Syria, including Kazakhstan, expect from the countries that have influence on situations in the world and that carry out military campaigns on the combat against the international terrorist groups on the Syria territory, a precise interaction and searching for common grounds for joint combat against the common threat of terrorism,” the Minister said.

Also, Abdrakhmanov expressed his concern about the negative development of the situation on the East Ghouta with numerous deaths among the civil population, including women and children. “Kazakhstan calls upon all forces that are for the fast settlement of the Syrian conflict as well as the Syrian government and the armed opposition to fully observe the cessation of hostilities. Impartial analysis of the situation in the East Ghouta by international organizations and their humanitarian missions is of a great necessity,” he said. 

The head of the Foreign Ministry of the republic also said that “the Syrian authority needs to immediately siege the East Ghouta, and all sides should provide the affected area with a safe and unhindered access of the humanitarian aid, as well as the evacuation of people who need medical aid.”

The Minister expressed the hope that the head of the Foreign Ministries of the guarantor states of the Astana process will adopt additional constructive steps on the strict observance of the agreements on the cessation of arms and de-escalation zones on the territory of Syria at the scheduled meeting on March, 2018.

“We expect from the guarantor states their authority and influence to make the Syrian government and the armed opposition to take the first real steps in the direction of strengthening of trust measures, including the way of exchange of those captive and transfer of those dead.” In general, we think that the Astana process proved its effective mechanism of support of the efforts of the United Nations on Syria, including within the Geneva platform that is the basis of the settlement of the conflict in this country. At the same time, it is important to consolidate the efforts of all interested states to create the Global Counter Terrorism Coalition (network) under the auspice of the United Nations, as was proposed by President Nursultan Nazarbayev in September, 2015, in New York,” Abdrakhmanov said.
