The Minister noted that the fight against illegal migration carries a real threat to public order and security in the country.

Over the three years, more than 5.6 million foreigners visited Kazakhstan, Minister of Internal Affairs of the Republic of Kazakhstan Kalmukhanbet Kassymov said at the Government hour in the Majilis of the Parliament of the Republic of Kazakhstan on the issue "On the status and measures to ensure migration control in the Republic of Kazakhstan," Bnews.kz reports.

“Migration processes in Kazakhstan are quite large and obviously will only grow in the future. In the past three years, according to official statistics, over 5.6 million foreign citizens stayed in our country, more than 90% of them from CIS countries, mainly from Uzbekistan , Russia and Kyrgyzstan, as well as the number of migrants from far abroad increases. Over this period, their number made up almost 620,000 people," he said.

The Minister noted that the fight against illegal migration carries a real threat to public order and security in the country. In this connection, measures are taken to prevent illegal migration also at the legislative level. The attraction of foreign labour is carried out through the quota mechanism. The law "On employment of the population" also provides for the possibility of attracting qualified foreign labour without quotas and permits for the implementation of specific investment projects.

"Illegal migration in our country is mainly of a labour nature, therefore, primarily, markets, shopping complexes, construction sites, agricultural enterprises, other business entities, dacha and residential micro-districts are monitored. Violations of migration legislation are subject to strict administrative, criminal and legal sanctions for the illegal immigrants themselves, as well as the employers who hire them, and the organizers of illegal migration," he said.

According to the head of the Ministry, annually more than 100 thousand foreign citizens are brought to administrative responsibility, more than 10 thousand of them are expelled from the country. For illegal attraction of foreign labour, more than 2 thousand employers were fined and 115 million tenge were collected to the budget.

At the same time, the use of such an institution as readmission, also contributes to counteracting illegal migration. The readmission provides an opportunity to forcefully return the foreigner, who violated the migration legislation, to his homeland in accordance with the international agreement. At present, Kazakhstan has signed and has already ratified the Readmission Agreements with 16 states. In the process of elaboration there are 15 more such agreements with the countries of near and far abroad.
